CHAPTER 1. General Rules
- Article 1.
- The Association shall be called the Japan Association of Higher Education Research (JAHER for short).
- Article 2.
- The objectives of the Association shall be to promote research in higher education, disseminate research outcomes, and promote research exchanges among its members.
- Article 3.
- In order to achieve the objectives stated in the previous article, the Association shall carry out the following activities.

- Conduct research on higher education, as well as promotion and dissemination of such research
- Hold workshops such as research conferences and promote research exchanges among the members of the Association
- Publish research outcomes such as the Association's journal
- Coordinate and cooperate with institutions of higher education and other related institutions
- Carry out international cooperation in the area of higher education research
- Carry out other activities necessary for achieving the objectives of the Association
CHAPTER 2. Membership
- Article 4.
- Admission to the Association shall require recommendations from two or more members of the Association and the approval of the Board of Directors.
- Article 5.
- Withdrawal from membership and other matters shall be in accordance with the stipulations provided by the Board of Directors.
CHAPTER 3. Organization and Management
- Article 6.
- The Association shall appoint the following Officers.

- President (one)
- Directors (20 or fewer)
- Auditors (two)
- Article 7.
- The duties of the Officers shall be as follows.

- The President shall represent the Association and preside over the affairs of the Association.
- The Directors shall constitute the Board of Directors and participate in the management of the Association.
- The Auditors shall audit the accounts.
- Article 8.
- The Officers shall be appointed as follows.

- The Directors shall be elected by the members of the Association through procedures separately prescribed.
- The President shall be elected by the Directors from among themselves.
- The Auditors shall be appointed based on recommendations at the General Meeting from among full members who are not Directors.
- Article 9.
- Terms of Officers shall be as follows.

- The terms of Officers shall be two years. Officers shall be eligible for reelection.
- Notwithstanding the provision of the previous paragraph, the term of office of the President shall not exceed four consecutive years.
- Article 10.
- The Association shall establish a Secretariat. The organization of the Secretariat and method of appointment shall be as follows.

- Executive Secretary (one), commissioned by the President upon the approval of the Board of Directors, terms of office: two years
- Secretaries (several), commissioned by the Executive Secretary upon the approval of the President, terms of office: two years
- Article 11.
- The Association may set up various committees under the Board of Directors when necessary.
- Article 12.
- The Association shall hold a General Meeting and Research Conference once a year at the same time.
CHAPTER 4. Membership Fees and Accounting
- Article 13.
- The members of the Association shall pay a membership fee. The amount of the fee shall be proposed by the Board of Directors and approved by a resolution of the General Meeting.
- Article 14.
- The fiscal year of the Association shall begin in May and end in April of the following year.
- Article 15.
- The budget of the Association shall be prepared by the Board of Directors and approved by a resolution of the General Meeting.
- Article 16.
- The accounting of the Association shall be audited by the auditors and approved at the General Meeting held at the beginning of following fiscal year.
CHAPTER 5. Amendments to the Bylaws
- Article 17.
- Amendments to the Bylaws shall be proposed by the Board of Directors and approved by a resolution of the General Meeting.
CHAPTER 6. Supplementary Provisions
- Article 18.
- Notwithstanding the provisions of the Article 8, the Directors at the time of the establishment of this Association shall be the Founders of the Association and be appointed to the office with the approval of the first General Meeting.
- Article 19.
- The location of the Secretariat shall be determined by the Board of Directors.
- Article 20.
- Other matters shall be deliberated at the Board of Directors' meeting when necessary.
